In 2015, the New Zealand Initiative estimated that government safety regulations have added a whopping 50 percent to the cost of replacing a roof on a house. The New Zealand Initiative, a think-tank of researchers who analyse how government policies affect New Zealanders, reported that the new workplace safety rules were stoking the cost of builds and repairs to houses, and that much of that was because of scaffolding.
The new safety regulations, introduced by the Health and Safety at Work Act 2015, are designed to prevent accidents causing injury or death, including accidents of “falling from a height”, such as from a tall ladder or roof.
Although builders and roofers everywhere rejoiced at the prospect of safer workplaces, the cost of the new scaffolding requirements was a bit of a setback for customers who just wanted a roof inspection, a few tiles knocked back in, or even a refresh of the roof paint-job.
The cost of scaffolding these days is about $16 per square metre, and that’s just for set-up and take-down, not including the rental fee. For a small project or for a large commercial property, that’s a pretty prohibitive cost.
